Staff
Cale Burke - Consultant
Mr. Cale G. Burke is a person in long term recovery which means he has not used drugs or
alcohol since 07 February 2011. Mr. Burke served in the US Navy from 1987-1991, holds a
Master of Science in Marketing and Communication from Franklin University, a Master of
Public Administration program and is a PhD candidate at Ohio University. After a 17-year career
in Corporate IT sales, Mr. Burke completed the Ohio Mental Health and Addiction Service
(OHMAS) Peer Support Training program, getting certified in both substance use disorder and
Mental Health. He then switched career paths and became a Project Manager for Ohio Citizens
Advocates for Addiction recovery where he provided technical support to the Recovery
Community Organization (RCO) network for the state of Ohio. During this same period, Mr.
Burke worked weekend shifts as a Peer Supporter in the Emergency Department at The Ohio
State University Hospital-East location.
In addition to his professional work, Mr. Burke has extensive volunteer experience working with
people in active addiction. Mr. Burke was head of security at Jordan’s Crossing, a homeless
outreach organization in the Columbus Ohio Hilltop area from 2014 to 2019. He also
volunteered as a tutor for at risk youth in the same area for a faith-based organization. In 2021
Cale earned a Master of Public Administration, which led him to establish a 501 3c that became
the first RCO in South East Ohio. Currently Mr. Burke works for Ohio University’s George
Voinovich School of Leadership and Public Service as Senior Project Manager. His focus is
recovery-based program evaluation and RCO development. In addition, Mr. Burke volunteers as
a Peer Mentor for the Veterans Drug Court of Athens County Ohio.

Dianne Clay
Dianne is a retired teacher and has always been an advocate for people who struggle for one reason or another. Having a family member as a client, she knows how important the PLAN services are both for both clients and for the whole family. She would be glad to talk with potential clients about her family’s experiences with PLAN.

Staff
Jessica Dallas - Executive Director
Jessica Dallas is master's-prepared social worker with independent licensure in Ohio. She has over 15 years of social work experience with a diverse background in clinical services, operations, nonprofit development, and provider relations. She signed on as Plan's ED in the fall of 2020 and frequently refers to her tenure as one of the most meaningful endeavors of her life. The decision to extend Plan's footprint into the recovery arena was initiated by Jessica in her SOS 3.0 grant proposal to Ohio MHAS which was awarded by the Franklin County ADAMH Board in 2022. Jessica has 2 children, 2 dogs, and a life partner whom she is devoted to and lives in the Central Ohio area. Additionally, Jessica has lived experience with substance use disorder and is a passionate advocate for LGBTQIA+ rights.

Jed Hopler
Jonathan (Jed) Hopler is a person in long term recovery who is passionate about his own pursuit of health and wellness and being of service to those in the recovery community. He received a BA in communication from The Ohio State University in 2007, as well as his CDCA in 2022 and his Peer Support certification in 2023. He currently is a CPRS stationed at Jordan’s Crossing Resource Center on the west side of Columbus, and the resident manager at Serenity Street, a men’s recovery program on the south end. He values family, spiritual growth, community and service. In his spare time he enjoys reading, writing, playing the piano, cooking healthy meals and exercising.

Chris Phillips RN, CCM, CPHQ
Chris has over 30 years of health system leadership experience with 20 years in non-profit Board work. His expertise is in complex medical case management and health system quality improvement. He holds a BSN from the Ohio State University and is nationally certified in medical Case Management and Healthcare Quality. His focus at PLAN will be complex medical case management, health systems and insurer relationships as well as accreditation compliance.

Robert Dix
Robert Dix is retired from a small family operated media company where he was employed as an attorney. He holds degrees from Duke University in Durham N.C. and from Ohio Northern Law School in Ada, Ohio. A Florida resident, he and Mrs. Dix also maintain a home in neighboring Licking County, Ohio. Both he and Mrs. Dix have been active in many civic organizations over their careers. And he has had a lifelong interest in mental health care and treatment.

Lorena Richtarsic - Engagement Director
Lorena has dedicated her life to assisting community members from all walks and stages of life. With over 17 years’ experience working in the non-profit sector, Lorena has applied her passion for community building and sustainable quality of life experiences to engage clients in direct care, supervisory support and Board leadership. Experiences through Neighbors Helping Neighbors, AmeriCorps, Volunteer Coordination and Board of Directors commitments, Lorena has a well rounded and diverse background that she applies in Engagement Activities for our clients. Lorena is actively involved in continuous education opportunities in non-profit management, business administration, complex marketing, age-friendly training and mental health development. This drive for improvement and growth is essential to her engagement with a variety of potential program partners and avenues that Clients can participate in life enhancements.
